Who Can Sign a UK Passport Photo?

Some paper passport applications require a countersignatory to sign and certify one printed photo. This is a UK-specific step that does not apply to most US applications.

When a signature is needed

Check your application form on GOV.UK. If countersigning is required, someone who has known you personally for at least two years must sign the back of one photo and certify it is a true likeness.

  • Must hold an eligible profession listed on GOV.UK
  • Cannot be related to you or live at your address

Who qualifies

GOV.UK publishes a list of acceptable professions—examples include certain teachers, doctors, accountants, police officers, and civil servants. The list changes; always check GOV.UK for the current eligible occupations.

  • Must be professionally active in the UK or another qualifying country
  • Must write their profession and contact details on the back
  • Online digital applications typically do not need this step
