Baby & Infant Passport Photos

Children of all ages—including newborns—need their own passport photos. The same 2×2 inch size applies, but how you take the picture is different for babies who cannot sit up.

Rules for babies and toddlers

No other person should appear in the photo. Lay the baby on a plain white or off-white sheet so the background is clear. Toys, pacifiers, and hands holding the head should not show.

  • Eyes should be open when possible; infants may have slightly closed eyes if awake
  • Face the camera; profile shots are not accepted
  • No hats or head coverings unless for religious or medical reasons
  • Same 2×2 size and head proportion rules as adults

How to photograph a newborn

Place a white sheet on the floor or bed near a window. Stand above and shoot straight down, or shoot from the side at eye level if the baby is propped safely. Take many frames—timing a moment when eyes are open helps.

  • Use natural daylight; avoid flash pointed at the face
  • Crop so the head fills the frame per official head-size guides
  • One parent can lie next to the baby outside the frame to calm them

Common questions

Can the baby be crying?
A neutral expression is preferred, but babies are not expected to smile or stay perfectly still. Avoid photos where the face is scrunched or mouth wide open.
Can I hold my baby in the photo?
No person other than the child may appear. Your hands must not be visible—use a sheet and shoot from above instead.
Does a newborn need a passport photo?
Yes. Every passport applicant needs an individual photo regardless of age.
